Aloha, I’m Jocelyn
Koa is the Hawaiian word for “warrior” and I was born a warrior. That is the spirit I bring to Koa Tax Law LLLC.
Before I was a tax attorney, I was a Marine Corps Officer. Early in my career, while stationed in Japan, a tax preparer made a simple mistake on my tax return costing me years of anguish from unanswered letters sent to the IRS and no call backs trying to fix an issue that I did not create. My passion to fight for those in similar situations was ignited out of my misfortune but has indeed been a blessing.
After leaving the active-duty Marine Corps, I became a reservist and attained my juris doctor degree from California Western School of Law, and subsequently earned my Master of Laws in Taxation from the University of San Diego School of Law. During and after law school, I worked for private tax practices, nonprofit organizations, and clerked at the U.S. Immigration Court, Executive Office for Immigration Review, in San Diego, California.
Since then, I have assisted countless clients from every socioeconomic disposition, big and small businesses alike, to grow their business; tax plan to legally minimize taxes due; and advocate against the federal or state tax authorities.
Additionally, I love giving back to the community. I am a proud advocate and former mentor for the Sacred Hearts Academy Girls Got GRIT (Grace, Resilience, Initiative and Tenacity) program for high school students, member of the Veteran of Foreign Wars Post 1540, and have served as a community coordinator of military career days for local high schools.
My goal is to take away your worries and stress so you can get back to enjoying life and/or successfully running your business.
Military Negotiations
Created, submitted, and lobbied the USMC’s real estate contracts and land use proposal for inclusion of an overseas military base’s Community Master Plan. Successfully contested and negotiated the service level support contract, saving the Marine Corps $168k.
Business Formation & Transactions
Assisted clients in organizing or incorporating their businesses in Hawaii with a special emphasis in tax planning; to include, all aspects of governance documentation, reorganizations, life planning, and tax compliance.
Pre-Immigration Tax Planning
Advised international clients on all aspects of tax consequences from extended visits and immigration to the U.S.; to include, FBAR filings, FATCA compliance, and business matters.
Federal and State Tax Audit & Controversy
Represented Clients against the IRS, and CA and HI State Tax Entity Audits. Assisted clients in the removal of tax liens; wage garnishments; Offer in Compromises; payment plans; disputed tax credits, property tax, general excise tax; and preparing tax returns.
Federal and State Tax Appeals
Represented Clients against the IRS, and CA and HI State Tax Entities.
The Koa Tax Law Story
After working for other tax law offices, Koa Tax Law’s lead, attorney Jocelyn Mills, decided to take a client-centered approach to her practice.
In 2023, Jocelyn opened Koa Tax Law to merge her love of the community and tax with a personalized approach to her clients. Jocelyn fills a need in the community where clients might not have the knowledge to fix their tax or business issues on their own.
Koa Tax Law is owned and operated by Jocelyn, so she understands the importance of being able to run a small business efficiently.
